Will Ruth Pond to Improve Northeast Flood Control
El Paso Water plans to build a large water retention pond in Northeast El Paso between Will Ruth and Threadgill. This project will improve public safety and reduce flooding in the Northeast.
Heavy rains can quickly create flash floods in this area, endangering residents and drivers. The 93 million-gallon pond will collect stormwater from Dyer Street and the surrounding area and prevent it from flowing into the neighborhoods downstream of the pond.
With better flood control, hundreds of homes downstream of the Will Ruth Pond will be mapped out of the floodplain, which could save many homeowners from having to pay for flood insurance. This project also could have a positive impact on property values for those homes.
The $15.5 million project is in the planning stage. Construction is expected to begin when property acquisitions are complete.
Montana Vista Wastewater Collection System
The Montana Vista Wastewater Collection System project aims to provide first time services for over 2300 homes south of Montana Boulevard.
Thanks to a combined grant and low interest-loan of $12.9 million from the Texas Water Development Board (TWDB) El Paso Water will proceed with phase one of the project to provide service to over 800 homes. Phase one is scheduled to begin in Winter 2019 and will take about a year and a half to complete.
EPWater is actively pursuing funding opportunities from state and federal agencies to complete phases two and three of the Montana Vista project.

Boone Interceptor Replacement Phase II
El Paso Water will replace three wastewater pipelines that were installed in Central El Paso prior to the 1940s as part of the Boone Interceptor Replacement project. Phase I of this project has already completed the replacement of nearly half a mile of 21-inch relief lines and over two miles of 36-inch siphon lines. Phase II will replace nearly two miles of century-old 36-inch wastewater lines creating backups within the system and increasing reliability. This system conveys wastewater from Fort Bliss and Central El Paso to the Haskell R. Street Wastewater Treatment Plant.
